If i take a video camera outside would it still work if i bring it when there’s
a) 28 degrees and light snow?
b) 28 degrees and heavy snow?
c) 0 degrees with blizzard
Truth is, it is right now 28 degrees with light snow, but will i damage a camcorder made by Sony that was made in 2006 or 07 with it getting wet from snow?

Find the camcorder's manual. In the back of the manual there’s a “Specifications” area. In there, a section with Operating temperature and humidity and some other information will be listed.
28 degrees (Farenheit) should be OK (check the operating temperature)
0 degrees may be an issue, but remember, it will take a few minutes for the camcorder to get that cold - it does not happen instantly.
Getting snow on the camcorder should be OK; getting wet could be a problem. PortaBrace makes rain/snow jackets and a thing called a “Polar Mitten”…
A larger issue you might encounter is the change in termperature and humidity when you come from the cold outside into the warm house…. or going from the warm inside to the cold outside. Give the camera a couple of minutes to “equalize” before you begin using it (either capturing or playingback or transferring video to the computer).
Another issue you might have is battery life. Cold will shorten the battery life - try to keep the battery warm…

It would to, but the snow might soak through and damage the interior, or if that didn't happen, you would get a bad pocture, as the snow would block your view.
